PostgreSQL 头文件通常需要用 extern \"C\" { ... } 包裹才能在用 C++ 编写的扩展中被包含。对于 pg_locale.h，由于它使用了 libicu 头文件，这会失败，但我们可以通过在这些头文件中抑制仅限 C++ 的声明来解决此问题。想要使用 libicu 的 C++ API 的 C++ 扩展可以在包含 pg_locale.h 之前先包含 libicu 头文件。
